The electoral bureaus of county constituencies and of the Municipality of Bucharest shall only accredit, as domestic observers, citizens with the right to vote, authorised by a non-governmental organisation whose object of activity is the safeguarding of human rights, lawfully established at least 6 months before the beginning of the electoral campaign.
